Photo sharing and marketplace

Hello, I need a web developer to work on design and creation of a photo sharing and marketplace site. This website must use REST to be compatible and scalable with Amazon S3. I need a full application development backing for the web design work that I will complete. This site must be based around the user being able to post private, public, and market galleries with the greatest level of control and flexibility. Full control over every aspect of this site needs to be built right in and easy to understand and expand. PS: Budget is unsure/undecided
