Need MYSQL DB expert

Hi,
We are running one PHP application with an MYSQL database.
PHP server has 8GB ram and MYSQL is a digital ocean managed database.
Everything works fine if we don't have traffic, if we have more than 1500 live users our DB server not working, it reached 100% CPU usage and throughput is very high, we already upgraded the server lot of time, but it's not working, We need some DB expert help to figure out and fix that issue.
Once it's figured, we need to know how to test this without spending our money on promotion, for now whenever we are doing promotion, we are getting lost.
