Surveillance App for Android OS

I need an android app written to capture video, record audio, and take pictures. REQUIRED FUNCTIONS 1. Audio and video will be saved to the SD card. 2. A Picture will be taken, and synced to Google drive(or gallery) once per hour. The oldest data files on the SD card will be erased to make room for newer ones when SD card is full. Video recordings will be two hours in duration. The app will force the android device into the greatest power saving mode (Airplane mode on, screen off, sound+vibration off, etc.). Once per hour, app will turn on cellular radio to sync pictures to google drive then the cellular radio will be turned off when last 60 pictures are finished uploading. The app will always be running by force at startup and should attempt to kill all non essential processes. Video will record at 1 FPS monochrome at maximum resolution and audio will record at 16khz mono. Pictures intended to be uploaded to the cloud will be around 2048x1536 monochrome. App should run on Android 2.3 but Android 4.0 is also acceptable(but not preferable). User will select what days and hours of the week to run the video function , picture function, or both. UI should be one page only with "recording in progress" icon at top of homepage(blinking red dot). Design files are very rough, defer to your expertise for final implementation.
