create a webapp or android app - system for collects, register transactions, reports and manage data

i need experimented developer for create a webapp (or mobile app depends, only in the case some function is not compatible with webapps, for example scan qrcodes) for a simple but powerful system capable to manage users, accounts, collects, commmissions, and registering transactions. i need it in 7 days or less. my activity is [login to view URL] details: .me (ADMIN - collecter) .USERS (friends IN EXCHANGE physical houses)(multiple users) .and clients (who buy bitcoins paying with cash) the process activity: 1. (ADMIN) I register the user and asign a password and secret word for operate the webapp. [login to view URL] CLIENT go to exchange house and pay with cash, give his ID number [login to view URL] USER (my friend) take the cash, register the transaction in web app (use his account,the id number of client and his secret word )scan his qr code wallet and proceed to register that he received the cash, finally give a CODE reference to client, this must be generate by the webapp 4.(ADMIN)i do the transaction (externally),i should be capable of mark each transaction as "SENT", "REFUNDED", and all must be synchronize. DASHBOARD: in this panel i need to see every transaction in real time without refresh the page, and in some way i need to notify about that. (i need to configure time and hour manually) ai need to go to collect the money(cash) personally, so i need the webapp save me time , so i should see the amount to collect, mark as collected, If i change some data must be able to see in real time , the webapp need to manage all proceess over and over again with each user separatly The DEMO shows almost what i want, but you need to organize it better, especially reports, transactions and make it easy to use and see what transaction is still pending to complete, or what transaction i already did, is too much say i need a good thing done and under any circunstance i cant lose the information of all transactions done. improve "The advanced search" function and filters important thing, all webapp must have a file to edit language, the default language will be spanish. (i will do the translation, but i need a separate file or access to a organized way to change language) please ask me anything about project.
