As there are no further details are provided, I am assuming that the issue is completely with SQL Server. I have been working on SQL Server since long time and have the knowledge of installing, upgrading and administration of SQL Server and related services. It may take some time to understand route cause. I have estimated time taken to fix is sufficient and would ensure fixing it permanently, however if the route cause is found earlier it won't take as much time as mentioned.
