I need to get a list (at least one) of PC 2 phone calling services that allow international calls and charge per second, not per minute, and with no minimum charge per call. E.g. Skype offers their "skypeout" service for calling anywhere in the world but they charge per minute and round up to the nearest minute... The usage scenario is making a lot of short 5-20seconds calls and therefore this billing consideration would make a huge difference in the total expense for me. Your list must include quotes (with direct link to source) of each service provider's explicit indication that the billing is per-second, and you should verify there's no minimum charge. I will accept the job even if you find just one service provider matching my requirements. Also, I may accept a provider which charges in less than 1 minute increments, e.g. rounding up to the nearest 10 seconds. Thanks!
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):

b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
