Build smtp special Server for send sms

SMTP Details : I want a special smtp Where we will send sms though / to mail gateways ,example : this is a USA number 907-231-2562 | Carrier : AT+T Mobility | SMS Gateway Address: 9072312562@[login to view URL] . So we will send mail to this email 9072312562@[login to view URL] and the person who use this 907-231-2562 he will get a text in his phone .. so for that we need special smtp with blew features : 1. With Reduce domain name blocking 2. With auto routing ips 3. With Customizable head [ Smtp provider must need to be known ] Others : 1. When we send sms via email it usally block mail sending , so from that domain 2nd time we can't send mail to that gateway even 2. It also detect IPs , so it must have function to auto routing ips 3. When it blocks ? it block often we even not sure some times it block after sending 5k mail , some times we also got block after sending 20k mail 4. Also other important think is to congiure header items SMTP specialist know how to handle this kinds of sector so we want that .. also
