Build Audio / Video Streaming Device using Raspberry Pi

I need to build a small device with constant audio and video streaming back to my server / IP address.

The hardware I have is as follows:

1. Raspberry Pi Model 4 (4GB)

2. Raspberry Pi NoIR Camera V2

3. SunFounder USB 2.0 Mini Microphone for Raspberry Pi

I need the code delivered to include a self-configurable config file to change where the stream goes to if required. I don't mind if it uses Raspbian or Ubuntu - whatever's easiest.

This is a VERY easy project for someone who is good with a Raspberry Pi.
