Develop a Recruitment CRM platform in the Cloud for access via the Web

We are looking to develop a recruitment CRM platform for users which needs to be cloud based and accessible via the Web. We required a developer(s) who will be able to build the application from the ground up.
I do not wish to detail all the project details but some of the features which are required are listed below:
Client Portal
Job Portal
Candidate Portal
Communication - Email & Calendar Integration, SMS
Scheduling
Reporting & Dashboards
CV parser and output of data in template formats
Solid permissions and user access rights to be built in
Requirements for this project are as follows:
1. Cloud Based Application
2. Mobile friendly solution
3. Does not require IOS/Android app as of now but solution shall consider this for future use
4. Would like to use latest coding technology such as C#, Java & Python.
a. PHP is not a preferred language
5. Designs for platform required
6. Features need to be modular
7. Follow a structure such as SOA etc for future development/features to be added without re-work
Please note in your proposals your;
1. Coding languages which are relevant
2. Experience in either a similar software or CRM development
3. Examples of your portfolio
4. How you propose milestones and payment terms
5. Brief outline of if you can meet the requirements listed
6. Support that is provided during development etc.
This project will initially kickstart the foundation, but will require ongoing features to be developed
