40 Themed Links (Education)

Please read this scope before you bid. I am looking for:
1. 30 one way themed links
2. The links should be from link exchanges (3 way) and pointing to our main website
3. The pages the links are on should have at least a PR2 + a page authority of at least 33 (according to [url removed, login to view])
4. The theme of the links / exchanged websites should be education. Non theme may be acceptable BUT you will need to clear them by me first.=
5. I will pay no more than $7 per active "permanent" (as long as the website is alive on the internet) link so your bid on this project should be $210 or less
6. The links should be from "real" websites and listed in their resource sections. Blogs are fine but no auto blogs or dropped domains turned into wordpress blogs, etc. If you are unsure, just ask me.
7. You will be rotating through 6 anchor texts (each anchor will be used 5x). All will point to the homepage of the website.
I will release payment when all 30 links have been achieved and I have verified the PR & the quality of the site. Any that are not up to par will need to be redone / re-posted.
I am NOT looking for:
1. articles
2. press releases
3. forum postings, social bookmarking, profile links, directory posting, etc.
I AM looking for:
1. 3 way exchanges (your site---exchanged site---my site)
2. Guest blog posts on relevant blogs
3. Asking webmasters to list our site as a resource
I'm not sure if any freelancers here have the resources to get the above done so I look forward to hearing back from some professionals.
