Biometric Fingerprinter scanner for mobile device

Need an iPad application that will scan a person's fingerprint, take their picture, allow someone to enter information such as height and weight, and then securely email all of the information and images together to each person's email address and/or to a secure FTP to retrieve the sensitive data. The data must not be stored on the iPad and deleted immediately once each individual retrieves their file. Budget does not include the cost of the devices which we will purchase separately depending on which device you recommend.
