An HTML element (div?)

Hello, I would like you to create an HTML element. - Size 1000x1000px 
consists of blocks 10x10px. Blocks will be optically separated from each other but parent size 1000x1000px must be maintained (border-box?). - I need to be able to change the background of each individual block (either an image or gif).
For example, there might be 1000 blocks in an HTML file and I might replace the img for every block by myself - Every 10x10px block will be a link, blocks with the background will lead to some website (that I will add) and those without background -> # - When hovering over a block
There will be a custom styled title (using data-title or something else?)
In the custom title, there has to be information about what number is this specific block. 
If it has a background, then there has to be a link to a certain website which I will add. If it has default background, then it will only show something like: „#125 - Available“ I am learning programming and trying to replicate a website from the past to practice myself but I haven’t been able to figure this out. Therefore I need you to code this and then I will learn from it. If you think that you can code this, let me know, and I will send you the original website so that you have the exact image. Price is just orientational.
