Develop Windows Logon/off notification service

We are in need of a Windows Service that informs a webapi that a user logs in or logs out.
- Users are working through Windows Remote Desktop Services.
- User are load balanced over several servers remote desktop servers all running on Windows Server 2008r2
- Service needs to call the following URL when a user logs in or out: http://...com/api/users
- Parameters: ?method=available &ntusername=DOMAIN\user &action=login &server=DOMAIN\servername
- Besides the "method" parameter that is static, all the other parameters will need to determined bases who is logging in on which server.
- Application must be easy install-able.
- Source will need to provided as a Visual Studio Project.
- Develop in C# or VB .NET
- URL needs to configurable in [login to view URL] file.
- Locking should not be seen as a log off.
- Web application is running within a intranet.
