Build a Website & Mobile Application game (Androit & IOS)

I am thinking to create a well look application & website for a Football matches prediction . The users can only sign up and login using there Facebook account . The user will ear points by predict football matches score(1-x-2) of 7 matches a week of Cyprus Foobtall League.I will update the scores every week and then i want a table with all users with points earning every week update automatically by the football match results(10 points from every win).Also i want the user have the ability upgrade their account and earn double points every week by paying 1.99 once for a whole year.I will also help you create this app & website because i want to be on Greek language.
