I have a plugin installed "Coming Soon Pro" using that setup a coming soon page i will give you a simple PSD of coming soon page, simplay use that plugin and setup the page exactly pixel perfect like PSD.. There is also going to be a text filed for signup for Newsletters, you have to setup this using Mailchimp API, plugin support Mailchimp so simplay write the API there and make it work..
