The Island Times is a nation-wide newspaper in the Republic of Palau (Pacific Islands Region). We would like to redesign our antiquated newspaper website to appear in an modern, functional, and shareable new look.
What's important to us:
a) High functionality and accessibility on mobile devices, low weight and low load time (Can easily be loaded even with very slow internet connections - and we mean SLOW here)
b) A crisp, creative modern look - we are flexible on exactly how this would look, but would like a website that is not stuck in the past and that doesn't look like a template
d) It should be easy and simple for our reporters to upload new stories (with photos, podcasts or videos) to the website, without special skills
e) traffic from countries adhering to EU GDR should be blocked
f) As part of the website redesign, we will purchase a new domain name. If you can set up the website to redirect to the new name, and function, this will be very useful
g) The website should have all the standard features a news website has - ie. sections (crime, culture, politics, foreign news ect.) as well as a searchable archive (not one of those pages 188.8.131.52. ect blog style backpages). In terms of transitioning to the new website, it is important to us not to loose the articles hosted on the old website
f) (Optional, if feasible) If someone visits our website to read more than 5 or 10 articles a month, they should be prompted to purchase a digital subscription plan that would also give them access to a PDF e-paper via automatic email - Or if this is not feasible - a system whereby some articles could be designated as premium content, accessible only after paying for the article or buying subscription plan.
A comment functionality is not required.

The reason why we have not made this a guaranteed project is that we are also receiving offers locally and elsewhere. Rest assured though that we will read all submissions, and if yours is creative and interesting, we will seriously consider it.

Regarding f) the Optional point - we would actually prefer a system that actually doesn't impose a paywall, but just sends readers a message (not-a-pop-up screen) after they have read a certain number of articles, reminding them of the need to contribute something to make journalism possible, but on a voluntary basis.
