Build a Script PHP

I need to develop a script in PHP which can be linked to whatsapp to perform mass mailing of messages to different whatsapp numbers. The system is whatsapp marketing. The system must: Front end: 1. Register to the system. 2. Allow access to the system using key and user. 3. Upload a csv, xls or xlsx file with the whatsapp number list to which messages will be sent. 4. Add profile photo of who sends the messages. 5. Allow to send Text, Photos, Videos, Geolocalization and files of any type. 6. Generate reports of the numbers processed as they are (numbers with whatsapp and numbers without whatsapp) and that this information can be exported to csv, xls or xlsx. 7. The script must have the capacity to send up to 1 million messages and that these messages arrive at whatsapp without the script or system being blocked by "whatsapp" 8. The script or system must be updated according to whatsapp policies without impeding the operation of the script. Back end: 1. User registration and password. 2. Add, delete or modify registered users. 3. Assign the amount of messages that can be sent by each registered user. Information for the freelancer: 1. The freelancer contractor is the person who has the lowest price and of course the development time. 2. No payment or partial payment will be made to start the project. 3. When the freelancer allows me to test the script, 50% of the project will be paid through Western Union or the medium you want. The other 50% will be canceled when installed on my server.
