Build a basic website with registration, login and storage of basic data

The project is to build a basic website (suspect only a single page) - ideally using a free content management system that: - is adaptive so is workable on most smart phones - will have functionality to either be session based (no login required) or allow for user to register / login. The difference is when registered / logged in that data is persisted in a database - will allow in the page, the creation of a number of 'tabs' for a user, which represent an item (for which a user can give it a name) - for an item there is the ability to have some item specific data by moving a slider - for each item allow the user to enter data in 2 sets (representing 'current' and 'ideal') side by side (cleverly positioned to fit on a smart phone), with each set having 6 'fields' through the movement of a dot along a slider, and for each slider have a heading, and some text that is shown that is a function of where the slider is positioned by the user. Other ideas for methods to achieve the same welcome - for the 2 sets, where the slider values are different then the page will automatically display some commentary according to a table matrix of definable comments (which ideally is in a configuration table) - have a button at the base of the page which when the user hits, extracts the slider data values, requests some other information (like name, email (which takes from the registration data if registered), phone number) and stores this, sends this to an email address (configured) The project is to: 1) explain the approach and what tools / CMS / technologies/ database - do this as part of the application for the job 2) build the site and choose hosting 3) explain all the code and workings and hand over so that someone else can maintain
