Convert a Template to a Website

We are looking for an individual who will produce ASP.NET pages from a PDF template. The goal is to have a master template for a website that is compatible with ASP.NET. Although a design will already be provided in PDF/VISIO, graphic design suggestions for improvements are welcomed.
The second part of this project will be to create templates that are compatible to mobile apps.
