Photoshop Template for Sports Scoreboard Graphic

I have an existing photoshop file of a scoreboard graphic I did for my daughters lacrosse team last season. I will provide the file as a starting point. I need the following please:
1. Fix the sizing so it appears on a scoreboard correctly - The only info the school could provide was 300 x 500 pixels. It is a standard rectangular scoreboard.
2. I would like the final product to be a photoshop file, this will be used as a template to make cards for all the girls.
3. The pics will be used as background images in Final Cut Pro. I will overlay the videos each girl made on their card, so a space needs to be maintained for that.
4. On my test run the video looks kinda weird just dropped over the top of the image, I would also like a simple 3rd layer that kinda frames out the video border.
5. The current design is a template I purchased and modified - I am not married to it. Feel free to modify, improve, or completely replace the design. In fact I would prefer a new kick ass look.
