Every pwm module has 2 different parameters frequency and pulse width changing one of them does not affect the second Just tell me which hardware you use and I will do everything for you

Hi, what is your frequency ? And how do you drive your pwm, with what ? My offer would be use microcontroller from Atmel, cause it is easy and you always could change the firmware :) It is easy to connect a potentiometer and depend on potentiometer rotation change the pwm depth, also we could make adjustment from PC, there not hard to make simple PC interface to control a microcontroller. The solution might require to increase the frequency, which will be fixed. This is to prevent discontinuous current flow.

Design will done using a PIC16F628a , very robust ucontroller, Mosfet will used to drive the solenoid as a form of extra protection and also has high switching rate than a standerd solenoid
