Hello. I see no problem to make it from available Arduino modules, so avoid making a custom PCB, saving time and money. I have experience measuring RPM of an engine, using just a couple of rounds of wire over an ignition wire - very simple and no need for any additional connections. Other tasks like GPS are just common place, just needs to put together existing solutions/modules. I would make prototype, demonstrate it's working and either ship it to you or give instructions how to repeat it. I'm an electronic engineer with about 25 years of experience, also about 7 years of experience in 3D modelling using SolidWorks. Experience with Arduino and ESP32 controllers.
