HDMI IN -> FPGA -> HDMI OUT (Image transform)

I need someone with the knowledge of FGPA development, HDMI signalling and PCB development. Objective: Develop a board capable of receiving HDMI input, apply a proprietary image transform, and output through a HDMI output. The developed board should not be expensive, and with the simplest design.
