Hi, I Would like to offer you my expertise in field of electronics, digital and analog hardware design and embedded firmware and software development. I have experience with development (both of fw and hw) of such electronics. 60x60x15mm is should be enough, this is dimension including battery and enclosure? I can give you correct size estimate once we define initial specification (battery capacity, low power modes and expected battery life time) I would probably use nRF microcontroller with Bluetooth and separate GSM and gps modules (ex sim900 + sim28 or sim808, or if quality is more important then price we can use one of the quectel or telit modules) For the power consumption I can provide you with design which takes advantage of low power modes which will significantly increase life span.
