I am using a file watcher (Disk Pulse) to identify new image files in a directory (Win 10). I require an executable or a batch file that is called by the file watcher when a new file arrives to send the new image file to Telegram. Sending image files to telegram requires multipart/form-data encoding, thus specific knowledge in this regard is a plus.
