India Android developer account is required

I need someone to create Android developer account in India using local environment (IP, credit card). Account language should be english. Mail for account should be new and not related to any other contacts (mails). Account should be created in browser with cleared cookies. Credit card info should be deleted from Checkout / Wallet section before provided to me. Please PM for details.
