Hand sanitizers work by reducing the amount of bacteria on the hands. They can be used after washing hands with soap and water to eliminate bacteria that is left on hands because even thoroughly washing hands does not clear away all germs. This is what I would say about hand sanitizers as I have used them before and have used them in addition to completely washing hands as a way to help eliminate germs left on hands.
