setup emergency number call center

We have an assignment wherein we would need to assist one of our partner countries with the process rectification of the current setup on an national emergency call center. The project has two phases: 1. Feasibility Study: Assess the current structure of the current center and create processes enabling the center to be world class. This would include the requirement of Dispatchers to cater to existing number of calls, technology improvement/up gradation, analysis the existing regulations and policies. 2. Grand Design: Identification of achievable goals, revision of the current existing goals of the center, Projection plan with milestones/roadmap for 5 years. We are urgently looking for a valuable knowledge partner for the above. The travel and stay costs for the project would be reimbursed on actuals. The project would have to be completed in 45 days from the start, and this time frame would include research in the local market and current centers. We would invite you to submit your proposal with approximate costs as Stage 1. The final costs would be discussed and signed off in the next stage.
