Windows Shell Replacement and simple SignalR(ASP.NET C#)

We are looking to have a simple shell replacement command line application running in place of explore on windows to handle our kiosk application. We have some decompiled(non working in this state) samples of applications similar to what we want this application to accomplish. The application will do the following: Monitor the running of our kiosk app from the process list in windows and check for its state every 60 seconds. If the app isnt running it will execute the application from the current apps location(director). We have many sample source code examples of how we want this to work attached under section For any FTP listed below we have used the WinSCP client and I can share current code implementation that we are using. We currently use the sync functions to keep our local kiosks video data in sync with our servers but the code is reusable for the below implementations, especially the setting up of the client. Code snippets are under FTP in the attached file. Download the latest release of our application from ftp server(set path by config file) and do an MD5 check from the MD5 file in the same ftp folder and install the new version. This routine will be executed at the same time every day based on a config file and will stop the other processes such as the restart monitor and allow for the update of the application and sql scripts. This will consist of backing up the old folder to the same file area, zipping the backup, and coping the configuration file from the latest. There is some example code available for zipping the file attached under 'Utilities and files to zip' No code available: Run a backup of a local sql server 2012 database and execute a sql script to allow for the database to be populated with new fields or tables. This will run as part of the update download above where the other tasks will not run while the update and sql scripts are being completed. This code is complete and working but needs to be integrated into the code where a Service Blacklist routine where listed applications are blacklisted and prevent from running as a task or service. Add signal R client functions to the service to get computer information(CPU, RAM, and Process list), Restart the computer, Restart Services and apps(SQL server, the kiosk application, or imputable ex:[login to view URL]) Restart app list will be in config file for updating, this will be a list. Grab screenshots of the current screens and upload to ftp server location(Set in config) Create a simple asp.net server side for SignalR to interact with the above examples of information.
