Modify BIND DNS 9.11 software

I need someone that knows DNS and how it works else this could be impossible:). 1. modify how a authoritative response is handled. Currently if authoritative for a domain the DNS SERVER will respond with a response if the domain name is listed a record etc. but if an A record or cname is not listed but the DNS server is authoritative for that domain it will send back a cannot find response. All I want to do is in this situation instead of sending back a do not find actually have the DNS server forward the reward the request to the forwarding DNS server as if the domain was not authoritative for that domain. exmaple DNS server has [login to view URL] domain and is authoritative for it. A record entries fun.xxxx.com. IP address 2.2.2.2 like.xxxx.com. IP address. 3.3.3.3 request comes in fun.xxxx.com. response is 2.2.2.2 request comes in [login to view URL] response is forward to forwarding DNS server and act as if not authoritative for that domain. Now all other requests should act the same and want this for secondary DNS server functionality not as primary DNS server. So the dNS server will be in the Secdonary mode in config file. Note if request comes in and the server is not authoritative for the request it just forwards it as it always as. if it is found then it just sends reply.
