Banner for Magento Store

I would like to add a banner to my Magento website.
The successful bidder will need to have the expertise to do the graphic design for the banner and then be able to incorporate it on to the home page of my magento store.
Wording and images for the banner will be supplied - along with a design mock-up.
We are looking for a fast turnaround on this job as it is a promotion to generate sales in the lead up to St Valentine's Day.
For a true expert freelancer, I believe there is a maximum of two hours of work involved in this simple project.
