Update AWS account certificates, and consolidate AWS logins

i can update RDS certificates on aws without downtime, I am AWS and google cloud certified server and Linux expert having  5 years of experience on migration of website . We have several AWS accounts, and need to update the RDS certificates for 2 of them. Additionally we need to update the login information for the accounts. The PEM files no longer work, as we switched to IAMs. We need a simple way for an AWS user to login to a machine. Message from AWS is below: You are receiving this message because you have one or more Amazon RDS database instances that require attention in the US-EAST-2 Region. For these instances, you still need to update your Amazon RDS certificate authority (CA) certificate before the old certificate expires on March 5, 2020. See the 'Affected resources' tab in your Personal Health Dashboard for a list of instances. We run a SAAS application with users on the platform from 9:00 AM EST to 7:00 PM EST.
