Motion Graphics animation applied to layers in a psd (After Effects)

I’m looking for someone who can animate layers from a photoshop document to produce a 10-15 second animation, the last few seconds need to continue on a loop.
I'm creating a single page website and the animation will serve as the background to it. The animation would display a map of an island in the center. I would like the page to have an authentic/weathered pirate map/parchment style to it. Similar to the ink/watercolor animation effects here: [login to view URL]
When the page loads I would like the background to begin with a light brown color, before splotches of darker brown appear like ink, or coffee stains, soaking through the page. I would then like the outline of the island to appear in a black or dark brown color, as if it’s soaking into the page also, or perhaps it could appear as though it’s being drawn in ink onto the page.
When the outline of the island is fully loaded, I would like a subtle effect, maybe very subtle movements in the outlines, or subtle changes in the lightness/contrast in areas of the parchment background. I would like this effect to continue on a loop. I only want the initial loading of the page and appearance of the map to happen one time.
It may also be nice to have some of the sea creatures animated too.
Please find a PSD with the layers attached for the Mobile version.
NOTE: There will be two versions of the webpage (one is for desktop and one is for mobile devices), so I need two versions of the animation delivered. I am only attaching the Mobile version of the PSD because the filesize for the Desktop version is too large to attach, but I will provide/email both for the project. So the end product would be two versions of the animation, one for Desktop, and one for Mobile.
