Custom Wordpress Plugin

I need a Wordpress plugin that will create multi level user that can be assign to specific leader like MLM binary type. Assigning will be manually using registration forms. Each user level will use different form. Form can be customized with custom fields (such as user ID) including file upload feature. Example: 1st tier is leader. 2nd tier is agent and 3rd tier is dropshipper. Leader can register agent using certain forms. Agent can register dropshipper using anotther forms. Admin will approve all user. Admin can view all data inserted on the forms. Each leader will have their own profile page and editable. This plugin can integrate with Woocommerce. Only leader can order product listed on store. Leaders can assign quantity bought to agents separately or whole. Agents can assign quantity they have to dropshipper. All user level can insert quantity they have sold on front end. Admin can view how much products sold by each user.
