Build a Website 3 (education)

I would like a wordpress website with the following functions tutors and students can put their information onto the website as a post message board so that we can link up tutors and parents if the tutors or parents pay (via paypal for an annual fee), it will be in a feature column (high priority column) for easier for other people to search up. when people post information, it will be posted automatically and people can search for the jobs depend on the level for this task, I have already set out the outvier ina word document, please read carefully before bidding for the project so overall it will allow 3 parties- students (parents/students to post jobs) , private tutors (TO POST THEIR SERVICES FOR FREE) and institutions (tutoring centres) to advertise (must be PAIDED) the key function for any paid features, is that once i recived the paid notification, all i need to do is to press a button and approve the application before it is posted out LOOK THROUGH THE WORD DOCUMENT FIRST!
