Delphi Programming - Rotate Bitmap

Hi, **Delphi 7 or higher preferred ** I have a project in which I need to rotate a bitmap from the center position but it is not working as I expect it. The code is not written by me. I will provide the source code. The link is below. [login to view URL] If you see the project and run it then you will notice that the clock hand is not rotating at the center of the image like a real clock hand which rotates in 360 degrees from the center. If you have not understood the requirements then let me know. If you know how to do it then come up with your price and time estimation and I will select you immediately.
