CSS Bug fix for IE 6 & 7

We have a very small bug on IE 6 & 7. The footer does not show when you first navigate to the page (the HTML shows in source view) but you cannot visually see the page. The same problem occurs with the main <div></div> on the homepage.
im sure this is a very small bug fix
