Article Batch Detagger, Converter, Re-formatter

Urgently need a script, either PC based in exe, or server based in php, able to batch-process a large amount of txt files in order to remove all tags, create white spaces where needed, and remove last x sentences from the text. I have a bunch of articles in txt ( see attached example 1) and I want this script to clean them up, so they look like in example 2. After the processing, the resulting file may be converted into .doc, .rtf, .pdf, or remain in txt format.
