Design hat and footer for website

I need a background hat and a footer for a web site.
Top should be in two sizes, see examle:
Large on front page: [login to view URL]
Smaller on other other: [login to view URL]
Height/Width: same as in the example
-make sure that it "flows", could be repeated horizontally
Colors:
Currently the background is #112233 and there is orange website title . I would also like to put a small website description, next to the title. So when you have a draft, please recommend what color I can use for that.
Website theme is IT consulting so the design should be clean/business-oriented.
(there is no website url)
I would need your PSD or PNG sources.
Make sure the work is yours, do not copy anyone else's.
I need someone with great design/art/colors skills. Please show protfolio.
