Blogger template code developer needed (blogspot)

I need a layered Photoshop file turned into a Blogger template. The layers are carefully organized and labeled to make it as easy to follow as possible. I tried to get an idea of what Blogger can do based on other Blogger sites, but if there's something about my design that doesn't lend itself well to Blogger's limitations, let me know and I'll make adjustments. Everything you need should be incorporated in the layers, but if you would rather have the assets in separate files, let me know and I'd be happy to accommodate. It's really important to me that this design is "fluid" and not "hard embedded." (Forgive me if this is not the proper terminology - I'm an inept web developer.) In other worse, I may want to change what pages I have in the top navigation. I may rearrange or replace the gadgets in the sidebar. I need this code to allow for this. Let me know what things about the design can be edited and what things I must commit to. (For example, I totally understand if the "About Me" block I designed won't allow for much editing.) The video embeds in the sidebar are supposed to be the most recent upload in their respective playlist. Unfortunately, YouTube does not provide a code to guarantee the most recent upload. (I can clarify this in more detail if you need me to). If you can make sure the displayed video is live-updated to be the most recent upload in its playlist, I would be most appreciative!
