Hola , tengo experiencia con el lenguaje delphi para ese tipo de tareas, uso un motor de base de datos muy conocido y bastante eficaz llamado Firebird, puedo configurarlo para plataformas de 32 bits o para 64 bits, todo bajo windows, el tiempo de entrega puede variar dependiendo de las cantidad de tareas a relizar , las tablas a utilizar y las funciones internas requeridas.
