create new website from 2 source sites

i need a new website created using "near" exact code and script as 2 sites that i created.
These sites were "highjacked" from me. One is sitting on a secured server and is not being used. They were trying to hide it. The other is operating, but company management does not understand the business model since they took it from me.
Please review both sites and let me know your thoughts. Both sites involve a "database" of delinquent debtor information and client "login" and interaction.

I can totally fetch the site and scripts/graphics/code etc. Fetching the DB info is another story. Do you have that?
