Alert when a vehicle arrive to a GPS coordinate and store some extra data

We need a Windows application that load position from a GPS antenna NMEA compatible, calculate when we are close to a point of interest and play a characteristic sound if we are on time, early or delayed. Data about Point of interest and schedules are loaded from a database and information about arrival time is saved in the database. ## Deliverables Adittional questions: 1. We will provide the database mentioned (server will be located on an remote online server there will be a VLAN, so security is not a big concern) 2. GPS antena will be NMEA compatible in a COM port. 3. The program will not have any human interace or human interaction, it will run on the background 4. Optionally, you can add a map track with google earth compatible maps for monitoring vehicles in real time. Please mention in a message if you can do it. It will increase final user satisfaction. 5. Plase mention the programing language you will use. The recomendation is Java (PostgreSQL could be the database) but we are open to other languages too.
