An URL Shortener

I would like to have an URL shortener (the name is "[url removed, login to view]") code in PHP.
It should contain:
- a MySQL backend with shortened url's
- shortening the url to the [url removed, login to view] standard (base64 which gives an unique ID)
- statistics on clicks (browser, OS, country, time, refering site)
- API which gives a XML with the URL shortened back
I have templates for all these pages (stats, API and frontpage). You will get these and may use them in development.
Base language may be english but I need a template/file to translate to dutch.
It's a pretty 'free' assignment. Use your skills and ideas to make this a good URL shortener!
