Add Help Links that can be admin user edited to Rails app

We have a Rails site that has administrator defined help. It uses ActiveAdmin, and a custom front end for end users. We need an active admin page for users to enter new help text for each of our front end pages. Each page in our app can have multiple help texts Help text will be displayed in a bootstrap popup.
