Develop a website similar to groupon but with a twist

This is the fourth time i post this project and I haven't found somebody competent that can perform the front end specifications and provide with a back end system. I am looking for low cost, open platform solution. You don't need to develop from scratch if they are templates out there, in joomla or other platform. I need interface with payment, paypal or google checkout. This is for a non profit organization so we don't have a lot of budget, but this shouldn't take more than two weeks. Please don't bid if you are busy and you are not able to deliver on time.
