Hi, Should be no problem delivering what you are asking for. I'm assuming you want the device delivered as a custom PCB, and incorporating all the power driving features and the touch display. Micro-controllers we can work on PIC, STM32 and AVR and also we have all the development kit and instruments available with us. For PCB design we use KICAD v4. And for GUI C# / LABVIEW will be used.
