This is really an interesting job and can be done nicely. To me this job should be done using a microcontroller along with solid state switching instead of using relay. Solid state relay will have no wear and tear over time and the load can be turned on at zero crossing of the AC signal. A simple microcontroller like PIC12F675 can add flexibility in design and reliability. Timing will be accurate and everything can be software upgradable in case if you need different timing rather than fixed 4 or 8 hours. I can only assist you in getting the electronic part manufactured, but for enclosure design you need find someone else for the mechanical design. I will incorporate the physical design of the PCB as your enclosure design. My bid includes, designing schematic, designing of PCB and the firmware development in case if you plan to go with a microcontroller. I will also assist you in getting these manufactured if you need from China for cheaper price. The mentioned size is adequate for it or may be even smaller when final plan is discussed. I will deliver you a product with with following specifications, 1. Auto detect if load presents 2. turn the plugged load on when press a time button (either 4hr or 8hr) 3. While in operation it is not responding to buttons 4. While in operation it will indicated by a LED (Green or Red) 5. When time is up LED will turn off and load will turn off 6. C13 and C14 plug bases will be used for power supply and connect the load If this is matching with your requirement please let me know that I will send you the time plan

Hi I can do that circuit for you. I will prefer to use a standard off the shelf enclosure for this, as this will be much easier for you to buy directly from a supplier located at US or elsewhere. The only thing I need you to clarify is that if you're OK to use a mini transfo for powering the circuit, as by using a "live powering" circuit will not have the required by regulations isolation, and since this device has buttons that the final user will have to press, it might not be 100% safe, although the buttons themselves provides some isolation. That said, I do prefer to use an isolation transformer for better safety reasons. Production cost including it will be kept inside your 10USD ceiling. I assume that cost doesn't include the enclosure needed, but only all the electronics parts & board ready made to be fitted in the box. Or not?
