creating a file usable in a lasercutter-machine, based on .gif files

1188 .gif-files exist, like the two attached (number 2 and number 11). They must be made into files that can be send to a laser-cutter machine, so the machine can cut an object based on the files.
I am imagining that the .gif files can be made into a 3D Model (.3dm) in Rhinoceros 5.
In addition each of the .gif files should be transformed into an .ai file, where the outline of the green figure is the path.
Finally, when the files are made, Id like to have a tutorial of how the work has been done. But we can always discuss how much time should be spend on this part, if it takes 10 minutes, one hour or how long.
