Convert Racing Site from PHP to Drupal

I currently have a website that uses PHP to manage a racing fantasy league. My Programmer did a great job of setting it up for me, and now I want to have a Drupal Module built to allow me to add these features to a Drupal CMS enabled site. Project guidelines is as follows: 1. Create Drupal Module that can be added to any Drupal enabled site. 2. Recreate the same format and features of Fantasy League with all the same features as our current site. [login to view URL] 3. Add a new admin menu item allowing the admin of the racing league to be able to create seasons and to predetermine the number of weeks and select the Specific races of the Nascar season. The idea here is to give the admin the ability to create short or long fantasy league seasons at their discretion. 4. Our current systems seasons are managed by the week numbers of the Nascar season, (of which there are 36) and I want to create a menu page where the admin can associate the specific Nascar week number to the Name of the Race as all the members are familiar with the race names not the week number.
